Regulations are the most important of the three items shown above. All three are obviously important but as previously described, ACOPs and Guidance Notes are not actually legal documents whereas Regulations are. They have been passed into law having been debated by parliament.. Contrary to popular belief, the EU does not actually produce the regulations but it does dictate many things to the UK which cause our government to produce them. That is what happened with the Manual handling Regulations.
