I've started at the bottom with Guidance Notes. Whilst they are important they are actually not mandatory but they do indicate a way to achieve the necessary compliance with health and safety law. There are a great many guidance notes on all sorts of subjects and it's safe to say that if an employer did everything contained in a guidance note for a particular subject they would be complying with the health and safety legislation. Of course, a company can ignore a guidance note as it isn't law but they must be able to show they have achieved the same result by another means in order to comply with health and safety legislation.
There are no guidance notes for manual handling but I've included a description so as to show it's place in the system.
